A revolving fund, not an appropriation.
DLA does not run on a normal annual appropriation. It operates a working-capital fund — buying inventory, selling materiel and services to military customers, and recycling the revenue to buy again. This is what that budget looks like: each activity group's operating result, the inventory the fund carries, and what the agency actually buys.
