Authority and execution are two different measures, held apart on purpose. The appropriation arc is what the President's Budget requests and what Congress enacts; the obligations trend is what CBP has actually put on contract, reported by USAspending. They move together over time but they are not the same number in any given year — and neither is folded into the other.
