The Department of Justice is mostly discretionary law enforcement — the FBI, DEA, ATF, the Bureau of Prisons, the U.S. Marshals, and the U.S. Attorneys — plus the OJP/COPS/OVW grant programs. The appropriated discretionary build-down (FY2025 enacted, FY2026, and the FY2027 request) reconciles to the published Total Discretionary BA with Fees to the dollar. The mandatory special funds — the Crime Victims Fund, surfaced as its annual obligation cap, and the Assets Forfeiture Fund — are financed by criminal fines and forfeitures, not appropriations, and are kept strictly separate.
