Each row carries the source's own tags: D (discretionary) or M (mandatory), and the fund source (GF / TF / SF, OBLIM = limitation on obligations). Trust-fund contract authority under obligation limitations is never merged with general-fund discretionary BA.

Account rows are the keyed lines that sum to each administration's published base Total — asserted to the dollar at build time, within the document's own $1-thousand rounding. The base Totals in turn sum to the published total budgetary resources. The per-administration “Total Budgetary Resources” rows in the source add the IIJA and disaster-relief supplementals on top of the base; those are carried separately, not folded into the base total — folding them in is what would make the per-administration sum overshoot the published grand total.
