Education discretionary, program by program.

Every Department of Education program area's discretionary appropriation — from the FY2027 Budget Summary's Detailed Budget Table by Program. FY2025 final and the FY2027 request, $ in thousands. The source carries no per-program FY2026 column, so FY2026 is not shown at the program level — it is not estimated. The volatile mandatory student-loan credit accounts are reported separately at the bottom — they are not part of this discretionary total.

These accounts are not annual appropriations Congress sets program-by-program — they are credit-subsidy estimates under the Federal Credit Reform Act, and they swing dramatically with annual re-estimates of the cost of the existing loan portfolio. The major accounts shown are not asserted to sum to the published total — dozens of small mandatory lines and the large negative General Fund Receipts re-estimate credits also enter it. They are reported here for scale and transparency, and are never folded into the discretionary headline.
