These accounts are not annual appropriations Congress sets program-by-program — they are credit-subsidy estimates under the Federal Credit Reform Act, and they swing dramatically with annual re-estimates of the cost of the existing loan portfolio. The major accounts shown are not asserted to sum to the published total — dozens of small mandatory lines and the large negative General Fund Receipts re-estimate credits also enter it. They are reported here for scale and transparency, and are never folded into the discretionary headline.
