A clean opinion means the statements can be relied on — the same data discipline this monitor demonstrates on the budget: every figure resolves to a published source and recomputes against the budget's own arithmetic, with each bureau's appropriation validated to its published Subtotal, the FY2027 A-18 chain tied to Net Discretionary to the dollar, and the energy/mineral leasing receipts Interior collects reported as their own frame rather than silently netted into the headline. A department that can pass an outside audit many times running is a department whose numbers reconcile — which is exactly the standard this project holds every figure to.
