SSA's budget is two budgets, and they could not be more different in size. Almost all of it is mandatory benefits— Old-Age & Survivors Insurance, Disability Insurance, and Supplemental Security Income, roughly $1.8 trillion paid directly to beneficiaries. The rest — the part Congress sets each year to run the agency — is the Limitation on Administrative Expenses, about $15 billion. This monitor keeps the two strictly separate, surfaces the on-budget / off-budget distinction honestly, and recomputes every number against its own source.
