Methodology
Everything on this site is built from public records. Every source document is archived and SHA-256 hashed at retrieval time — when a public document moves or disappears (it happens more than you'd think), the hashed archive is the defensible record.
The four money dialects
Federal money is reported in four mutually-untranslated accounting systems. The same dollar looks different in each; most public confusion about agency budgets is dialect confusion. Every number on this site is labeled with its dialect.
