VA's budget is two budgets. Most of it is mandatory— Compensation & Pensions, Readjustment Benefits, and the PACT Act Toxic Exposures Fund, paid directly to Veterans. The rest is discretionary— Medical Care and the appropriated accounts Congress sets each year. This monitor keeps the two strictly separate, surfaces the advance appropriations that fund Veterans' health care a year ahead, and recomputes every number against its own source.
