The confirmed record is a clean, unmodified opinion on the FY2024 consolidated statements. A clean opinion means the statements can be relied on — the same data discipline this monitor demonstrates on the budget: every figure resolves to a published source and recomputes against the budget's own arithmetic, with each bureau's appropriation validated to its published CRS subtotal and USPTO's fee-funding shown as gross, offset, and net rather than buried. Note the deliberate restraint: this monitor asserts the FY2024 clean opinion, but states only what the sources support.
