Stories the budget tells

The U.S. Patent and Trademark Office runs one of the larger operations in Commerce — and its net cost to the appropriated budget is zero. Every dollar it spends is offset, dollar-for-dollar, by the fees inventors and brand owners pay to file and maintain patents and trademarks.

That is why a monitor has to carry gross, fees, and net separately. Quoting USPTO's gross authority as if it were appropriated money would overstate the Commerce budget by roughly half. CRS states it plainly: USPTO funding “is fully derived from user fees.” The full bureau table, gross beside net, is on the appropriations page.

The Constitution requires a population count every ten years. So the Census Bureau's budget doesn't sit at a baseline — it ramps for several years before each decennial count, peaks, and falls back. The 2030 Census ramp is building now.

The topline is authority; this is execution. In FY… Commerce obligated … across the whole department (USAspending toptier 013). NOAA — the largest bureau at … net in the FY27 request — drives much of the procurement, from satellites to research vessels.
