A qualified opinion — scoped to one extraordinary liability.

DOE's recent consolidated financial statements (FY2024 and FY2025) earned a qualified, not a clean, opinion. The qualification is narrow: the environmental-management liability estimate for cleaning up the Cold War nuclear-weapons complex. The auditor opines the rest of the statements present fairly. We report that honestly — no clean-streak claim — because the case for traceable budget data is made by the exception, not in spite of it.

The audit record

    Why this monitor

The qualification is narrow and the topline reconciles. That is exactly the case for budget data that traces, line by line, back to its source. This monitor recomputes every published budget figure against its own arithmetic — defense (050) and civilian (250/270) kept strictly separate, both topline dimensions reconciling to the grand total — and flags what it cannot reconcile rather than absorbing it. The same discipline the auditor demands of the liability estimate, demonstrated on the public record.

Sources are linked at each node. The opinion record is drawn from the DOE OIG independent auditor's financial-statement reports and the DOE Agency Financial Report; the environmental-liability history is drawn from GAO's “Key Issues for the Department of Energy.” No opinion stronger than the published reports is asserted.
