Everything on the Department of Energy monitor derives from public records — the DOE FY2027 Congressional Justification Budget in Brief and Appropriation Summary, OMB's Historical Tables, the USAspending API, and reachable DOE OIG and GAO oversight documents. This page is the audit trail: method, sources, validation, and every flag.
Method
Defense (050) vs. civilian (250 / 270)
DOE's defining structural fact: roughly half the department is national defense— budget function 050, the same function as the Department of War. That is NNSA (the nuclear-weapons enterprise: Weapons Activities, Naval Reactors, Defense Nuclear Nonproliferation), Defense Environmental Cleanup and Other Defense Activities, and the Nuclear Energy-050 line. The civilian budget is a different function entirely — the Office of Science (function 250) and applied energy and non-defense cleanup (function 270). This monitor never conflates the two: it reads the topline by budget function and by appropriation account, validates each defense group's rows to its published subtotal, and asserts both dimensions tie to the same grand total to the dollar.
Discretionary vs. the Reconciliation resources
The DOE budget in the Budget in Brief is entirely discretionary; there is no mandatory program total. The $5.424B of mandatory P.L. 119-21 (Working Families Tax Cut Act) Reconciliation resources — for the Strategic Petroleum Reserve, Energy Dominance Financing, the Office of Science, and NNSA — is carried as its own line and never folded into the discretionary headline. The Budget also proposes cancelling $15.2B of unobligated IIJA balances (a rescission, not part of the request); that too is kept out of the topline. The audit record is reported honestly: a recent qualified opinion scoped to the environmental- liability estimate, with no clean-streak claim.
Source documents & validation ledger
The history layer is shown in nominal dollars only — OMB Historical Table 5.2 publishes no constant-dollar basis for DOE, and no deflator is synthesized. DOE began operations in October 1977, so the budget-authority series begins FY1977; pre-1977 back-years do not exist and are not fabricated.
