Everything on the General Services Administration monitor derives from public records — the GSA FY2027 Congressional Justification (Summary of Appropriations + ASF Summary of Request), OMB's Historical Tables, the USAspending API, and reachable GSA OIG / GAO audit reports. This page is the audit trail: method, sources, validation, and every flag.
Method
Three revolving-fund frames, never summed
GSA runs almost entirely on revolving funds, and this monitor keeps three strictly-separate frames. The Federal Buildings Fund is a rent-financed obligation limitation — money the FBF is authorized to obligate against rent charged to tenant agencies, not appropriated budget authority. The Acquisition Services Fund is a full-cost-recovery revolving fund financed by fees charged to customer agencies. The small direct annual appropriationsare GSA's only appropriated budget authority. Folding a rent- or fee-financed program level into the appropriation — or adding all three into a single “GSA budget” — misstates every one of them, which is why they are shown side by side and never summed into one number.
What validates — the reconciliation discipline
The spine validates to the dollar: each Federal Buildings Fund activity recomputes to its published Sub-Total, New Obligational Authority, and each direct-appropriation account sums to its published Sub-Total, Annual Appropriations — per fiscal year (FY2025 / FY2026 / FY2027), asserted at build time. The Total Gross Budget Authority the CJ publishes is carried as the CJ reports it, with its one-time mandatory Federal Capital Revolving Fund capitalization flagged rather than blended into a recurring program total. The OMB net-BA history line — small and frequently below zero because the revolving funds net their offsetting collections against spending — is kept separate from the program levels, negatives preserved, never conflated with GSA's operating scale.
Source documents & validation ledger
The history layer is shown in nominal dollars only — OMB Historical Table 5.2 publishes no constant-dollar basis, and no deflator is synthesized. It is agency-wide net budget authority (the revolving-fund net, small and often negative), not GSA's program levels; the two are never conflated.
