These are GSA's OWN agency obligations — what GSA spends to run itself and its revolving funds — NOT the >$116B/yr in contracts GSA AWARDS on behalf of other agencies through its government-wide acquisition vehicles. Those pass-through contracts obligate against the buying agency, not GSA, so they never appear under toptier 047. GSA publishes contract-award detail without the Department of War's 90-day OPSEC withholding; normal USAspending reporting lag still applies, so the contracts table is shown for the latest fully-loaded fiscal year; the in-progress fiscal year is partial and would understate.
