Everything on the Department of Housing and Urban Development monitor derives from public records — HUD's own FY2027 Congressional Justifications, OMB's Historical Tables, the OMB FY2027 Budget Appendix, the USAspending API, and reachable HUD OIG / GAO / CRS oversight documents. This page is the audit trail: method, sources, validation, and every flag.

Method

Gross vs. receipts vs. mandatory — why the offsets are held apart

HUD's GROSS discretionary program funding is large and mostly rental assistance (Tenant-Based and Project-Based Section 8, Public Housing) plus community-development and housing programs. But its NET budget authority is heavily offset by large RECEIPTS — chiefly the FHA Mutual Mortgage Insurance negative subsidy and Ginnie Mae. This monitor keeps the three frames strictly separate: the gross program budget (what HUD has to fund programs), the offsetting receipts (FHA + Ginnie, which lower the net on the scorecard but not the programs), and mandatory money (the credit-reform capital-reserve accounts and Housing Trust Fund). The offsets are never presented as if they shrink HUD's program level, and net BA is never shown without the gross and the offsets beside it.

What validates, to the dollar

Every keyed program account sums to its published group subtotal; the five program-group subtotals sum to the published gross discretionary BA; each receipts group's lines sum to its subtotal and the groups sum to the published receipts total; gross + receipts equals the published net discretionary BA; mandatory BA + mandatory receipts equals the published mandatory net; and net discretionary + net mandatory equals the published TOTAL NET HUD BA — all asserted at build time, per fiscal year (FY2025 / FY2026 / FY2027). That department total independently ties to the OMB Historical Table 5.2 HUD row to the dollar, a cross-check across two separate published documents. Anything that fails to reconcile is flagged below, not shipped silently.

Source documents & validation ledger

The history layer is shown in nominal dollars only — OMB Historical Table 5.2 publishes no constant-dollar basis, and no deflator is synthesized. It is HUD's NET budget authority (after the FHA / Ginnie Mae offsets), not the gross program budget; the two are never conflated.
