The FY2027 net-discretionary base (—) is the appropriated headline. Separately, the Working Families Tax Cut Act (a one-time reconciliation law) provides the funding behind ICE's recent hiring surge and several FY2027 base reductions. The Budget-in-Brief does not print a dollar total for that reconciliation funding in the ICE table, so this monitor carries no figure for it and never folds it into the discretionary headline.
FY2026 enacted: unlike the other DHS components, the enrolled DHS Appropriations Act, 2026 (P.L. 119-86 / H.R. 7147) provides no appropriation heading for ICE— Section 4 sets the explanatory-statement ICE amounts to $0 for purposes of the Act. ICE's FY2026 resources flow through the Working Families Tax Cut Act reconciliation (mandatory, no appropriation-level discretionary figure), so no FY2026 enacted discretionary column is shown for ICE — fabricating one would contradict the law. The FY2026 column remains the annualized-CR level, labeled as such.
Two appropriations, two program areas
ICE carries only two appropriations — Operations & Support and Procurement, Construction & Improvements. Enforcement and Removal Operations (ERO) and Homeland Security Investigations (HSI) are the agency's two operational divisions, but they live withinOperations & Support; the public Budget-in-Brief tables do not split that appropriation between them. This monitor shows the appropriations Congress actually enacts and does not invent an ERO/HSI dollar split.
