Stories the budget tells

ICE's budget gets quoted several different ways, and they come from different authorities. This monitor keeps them apart.

The net-discretionary base is the recurring appropriated budget. The fee accounts are money ICE collects or administers but does not fund from appropriations, and the reconciliation funding is mandatory money provided outside the annual bill entirely. Folding them together is how a roughly ten-billion-dollar appropriation gets reported as a far larger number.

ICE receives no standalone financial-statement audit opinion. Its books are consolidated into the Department of Homeland Security's statements — which have earned a multi-year clean-opinion streak. A component's transactions have to trace, reliably, into the department's books for that to hold.

But a clean opinion at the department level does not settle whether ICE can project and execute its own budget.. In FY2025, ICE's operating tempo drove overspending that prompted House appropriators' criticism and calls for GAO to examine possible Antideficiency Act violations.

The topline is authority; this is execution. In FY… ICE obligated … in contract awards as the ICE awarding sub-agency (USAspending, under DHS toptier 070).
