Demonstration scenarios

The four scenarios the RFI (Attachment II) asks a respondent to execute in a live demonstration — each built here as a touchable surface on real DON budget structure. Every figure recomputes in the browser and is validated to the dollar on each edit: no backend in the loop, and no AI model in the math — every number comes from a deterministic engine, not a language model.

Scenario 1

RDT&E,N → SCN

The Acquisition Command — Future Frigate

NAVSEA

Build a five-year, multi-appropriation acquisition profile transitioning from RDT&E to procurement, driven by hull counts and unit cost.

Congressional plus-up · 15% SCN cut what-if · captured unfunded requirement

Scenario 2

O&M,N + MPN

The Golden Fleet — Carrier Strike Group

U.S. Pacific Fleet

Formulate an operational budget from OPTEMPO drivers — steaming days, flight hours, maintenance availabilities — and personnel, time-phased by quarter.

30-day extension → fiscal-year shortfall · dashboard by expense type · budget vs. actuals

Scenario 3

SCN · APN · O&M,N

Strategic Portfolio Review

OPNAV N9

Model a directed $500M cut across three competing programs three ways, and compare the Courses of Action side-by-side.

Three COAs · CNO #1-priority flag · one-page decision brief

Scenario 4

All

Consolidated Enterprise View — DON Roll-Up

ASN(FM&C)

Consolidate the first three scenarios into a single DON-level view by appropriation, with YoY analysis and drill-down to the program line.

Lock + auditable snapshot · PBIS-ready export · OP-5 finale

Proof on real data

companion to the four scenarios

Scenario 4 finishes by generating an OP-5 exhibit for the Golden Fleet program — that deliverable lives at the end of Scenario 4. Because the Golden Fleet is a program the RFI invented, its exhibit is a simulation — so the same generation engine also runs here on a real, published FY2027 O&M,N exhibit, every regenerated combination proven to the dollar against the exhibit's own reconciliation. Proof the engine works on real data, not only synthetic inputs.

Note on figures: where a scenario's program figures are specified by the RFI or illustrative, each page says so plainly; published DON context figures (appropriation top lines) are drawn from the FY2027 President's Budget. See the methodology for the validation discipline.
