Statute now sets the clock for DoD's first clean audit opinion.

The record so far: full-scope DoD financial-statement audits have ended in a disclaimer of opinion every year so far, and it's a structural, DoD-wide gap rather than a Navy-specific one: the bulk of the disclaimed balance sheet sits in the military departments. The Department of the Navy's General Fund and Working Capital Fund are disclaimed components in each (DODIG-2026-032).

What closes that gap is financial data that traces and reconciles on demand at the line-item level — across the very budget exhibits this monitor reconstructs. The DON's full request, … across every appropriation from operations to shipbuilding, resolves here to its source documents and recomputes against its own arithmetic. Pull the O&M,N federal account (017-1804) on USAspending and two numbers diverge. In FY… the account obligated …, but contract-award obligations totalled only … — a …% gap.

That gap isn't missing money — it's the shape of operations & maintenance. Most O&M obligation is direct: civilian payroll, intra-governmental orders, fuel — none of it a contract award. And DoD withholds contract-award detail from USAspending for 90 days after the action for OPSEC, so the award side also trails about a quarter. The variance grew from …% in FY… to …% by FY….
