A small, fee-funded regulator keeps books that recompute to the dollar — the structural contrast to the Department of Defense, which has never passed a full-scope audit.

The confirmed record is a clean, unmodified opinion. A clean opinion means the statements can be relied on — the same data discipline this monitor demonstrates on the budget: every figure resolves to a published source and recomputes against the budget's own arithmetic. For a fee-funded regulator that is the whole story — gross budget authority, the NEIMA fee-recovery offset, and the net appropriation each reconcile to the dollar, and net is never shown without gross and the offset. Note the deliberate restraint: the monitor asserts the streak only to the anchor its sources confirm — the verified count— and reports the years past it as “continued,” not a precise number invented to look larger.
