The NRC's obligations are unusually steady — a mature regulator with a stable mission, not a budget driven by emergencies. The markers note the structural shifts: NEIMA's fee reform, pandemic-era operations, and the 2024 ADVANCE Act, which the FY2027 request cites as a source of licensing and oversight efficiencies.
A source note, in the open: OMB's Historical Table 5.2 (Budget Authority by Agency) does not publish an NRC row — the agency is folded into “Other Independent Agencies” — so the usual OMB agency-history series does not exist for the NRC. Rather than fabricate a split, this arc uses the NRC-specific USAspending obligations series. It is gross execution, in nominal dollars; we do not synthesize a deflator or a net-of-fees history.
