OPM holds an unmodified — clean — opinion on its consolidated financial statements for 25 consecutive years through FY2024, rendered by KPMG LLP with no material weaknesses. Each of the three trust funds it administers — Retirement, Health Benefits, and Life Insurance — carries its own clean opinion. And yet, for more than two decades, GAO has documented that the federal-retirement processing behind those dollars remains largely paper-based after repeatedly failed IT modernization. This monitor holds both truths at once: the ledger reconciles to audit standard, the operations that feed it do not.

    Why this monitor

    The confirmed record is a clean, unmodified opinion on OPM's consolidated statements. A clean opinion means the trust-fund dollars reconcile to their source — the same data discipline this monitor demonstrates on the budget, where the discretionary operating budget recomputes to the dollar against its own arithmetic and the mandatory benefit payments are kept strictly apart. But a clean financial opinion is not the same as modern operations. The processing gap behind the clean ledger is documented, not papered over.
