Everything on the Office of Personnel Management monitor derives from public records — the OPM FY2027 Congressional Budget Justification (the “OPM Budget by Fund” master table for the discretionary operating frame; the Earned Benefits Trust Funds section for the mandatory benefit payments), OMB's Historical Table 5.2, the USAspending API, and OPM's audited Agency Financial Report plus reachable GAO reports. This page is the audit trail: method, sources, validation, and every flag.

Method

Mandatory trust funds vs. discretionary S&E

OPM's reported budget authority is dominated by mandatory, non-program money — the federal retirement and insurance trust funds it administers: annuities from the Civil Service Retirement & Disability Fund, health benefits through FEHB, life insurance through FEGLI. These are benefit payments OPM disburses on behalf of employees and annuitants, roughly five hundred times the entire discretionary operating budget. This monitor leads with that distinction and keeps the two frames strictly separate: OPM's own operating budget — Salaries & Expenses plus a Congressionally-limited administrative transfer — is one number; the trust-fund benefit payments are another. The benefits are never folded into program spending, and the two are never summed into a single misleading total.

What validates, and the honest operations gap

The discretionary side validates to the dollar: every keyed appropriation account sums to its published group subtotal; Salaries & Expenses + the Trust Fund Annual transfer equal the published Discretionary Appropriation; and the full chain — adding the mandatory administrative authorities, the revolving fund, advances & reimbursements, and the OIG — ties to the published OPM Total, per fiscal year. But validated books are not modern operations: OPM holds a clean, 25-year unmodified audit opinion (KPMG) even as GAO documents, over more than two decades, that its federal-retirement processing remains largely paper-based after repeatedly failed IT modernization. That gap is stated here, not papered over — the same reason the known $1M FSAFEDS rounding difference (p.55 detail vs p.49 summary) is flagged rather than smoothed.

Source documents & validation ledger

The history layer is shown in nominal dollars only — OMB Historical Table 5.2 publishes no constant-dollar basis, and no deflator is synthesized. It is agency-wide budget authority (overwhelmingly the mandatory retirement and insurance trust funds), not OPM's discretionary operating budget; the two are never conflated.
