FY2027 concentrates a 74.7% cut from the FY2026 enacted level: Entrepreneurial Development falls to $21.4M (veterans outreach only), the Business Loans Program Account administrative appropriation is zeroed (contingent on a proposed new 7(a)-lender fee), and congressionally- directed spending is not requested. In nominal terms, the lowest SBA discretionary funding since at least FY2000.
