SBA is a credit agency, so its obligations are dominated by the FY2020–21 PPP and COVID-19 EIDL lending surge and the downward credit reestimates that followed — the series swings by hundreds of billions and is not a normal operating baseline. The contracts table is small operational procurement, distinct from the loan programs.
