The Secret Service describes its work as a single integrated mission. Mapped onto the appropriation structure, the protective mission carries the operating base and the modernized-asset procurement; the Research and Development appropriation supports the financial-system and cyber-crime investigations mission. Both protective appropriations also carry shared mission-support costs, so this is a budget-structure lens, not a clean cost-accounting split.
