Everything on the Secret Service monitor derives from public records — the DHS Budget-in-Brief, the enacted Homeland Security appropriation, the DHS Appropriations Act explanatory statements, and the USAspending API. This page is the audit trail: method, sources, validation, and every flag.

Discretionary vs. mandatory

The headline is net discretionary authority — Operations and Support; Procurement, Construction & Improvements; and Research and Development. The Contribution for Annuity Accounts (the District of Columbia / Secret Service pension contribution) is a mandatory account: it is reported separately and never folded into the discretionary headline. For every fiscal column, the discretionary appropriations re-add to the published Net Discretionary total, and Net Discretionary plus the mandatory annuity equals the published Total Budget Authority — asserted to the dollar at build time.

FY2026: enacted, not the CR placeholder

The DHS FY2027 Budget-in-Brief, prepared before the FY2026 bill was enacted, showed FY2026 only as an Annualized CR placeholder identical to FY2025. This monitor uses the actual enacted appropriation (H.R.7147, enrolled): Operations and Support $3,128,304,000; Procurement, Construction & Improvements $118,517,000; Research and Development $3,250,000. The enacted act supersedes the pre-enactment placeholder here.
