The State-led appropriation — the National Security, Department of State, and Related Programs (NSRP) measure, retitled from State, Foreign Operations, and Related Programs (SFOPS) — is two very different things in one bill. State Operations (Title I) is the cost of running diplomacy: embassies, security, consular services, the assessed dues. Foreign Assistance (Titles II-VI) is the development, global-health, humanitarian, and security aid the Department leads — much of it formerly executed by USAID. This monitor keeps the two strictly separate and recomputes each account to the cent against the FY2027 budget. FY2025 enacted, FY2026 enacted, and the FY2027 request.
