Everything on the Department of State monitor derives from public records — CRS Report R48956 (compiling the State FY2027 Congressional Budget Justification and enacted appropriations laws), OMB's Historical Tables, the USAspending API, and the State Department's Agency Financial Reports with their independent auditor's reports. This page is the audit trail: method, sources, validation, and every flag.
Method
Operations vs. assistance — why they're held apart
The State-led appropriation is two very different things: State Operations (Title I — running embassies and diplomacy) and Foreign Assistance / Foreign Operations (Titles II-VI — the economic, development, security, global-health, humanitarian, and multilateral aid the Department leads, much of it formerly executed by USAID). This monitor keeps the two strictly separate and never folds them into one “State Department budget.” The one mandatory account — the Foreign Service Retirement & Disability Fund — is flagged inside Title I; State is otherwise an overwhelmingly discretionary measure, so no mandatory grand total is synthesized.
USAID consolidation — exactly as sourced
The FY2027 budget reflects the State Department's 2025 reorganization, in which certain USAID functions and some foreign-assistance programming were integrated into State. The standalone USAID administrative title (Title II) collapses to zero in the FY2027 request, and the House bill retitles it. This is represented exactly and neutrally as the sources state it — dated to FY2025 / FY2027 — and not asserted beyond the documents.
Agency line vs. Function 150
The history arc is the OMB Table 5.2 State-department agency budget-authority line — smaller than the broader International Affairs budget (Function 150), because most foreign assistance is appropriated outside the State agency. The Function-150 total is carried separately, from CRS Table A-2, and clearly labeled. The two are never conflated.
Source documents & validation ledger
The history layer is shown in nominal dollars only — OMB Historical Table 5.2 publishes no constant-dollar basis, and no deflator is synthesized. It is the State-department agency line, not the larger Function-150 International Affairs total; the two are never conflated. Account subtotals are asserted to the cent, tolerating only the source's own ±$0.005M-per-row two-decimal display rounding, which is flagged above wherever it occurs.
