Quote “the State Department budget” and you have to say which one — running the embassies, or the aid the embassies deliver. They are different titles, different politics, different money.

The FY2027 request cuts both, hard — but cuts foreign assistance deepest. Reporting them as one number would hide which half of the Department's mission is being reduced.

The single sharpest line item in the FY2027 budget is the collapse of the standalone USAID administrative title.

In FY… State obligated … across the whole agency (USAspending toptier 019) — but most of that is foreign-assistance grants, assessed contributions, and transfers, not procurement.

The Department keeps its books across more than 270 embassies and consulates in more than 135 currencies — and for FY2025 the independent auditor still found them fairly presented.
