This is the State-department agency line — not the broader International Affairs budget (Function 150), which is larger because most foreign assistance is appropriated outside the State agency. The State agency line climbs through the post-9/11 / Iraq era and the post-2010 period, then steps down sharply in the FY2027 request as the reorganization consolidates accounts and cuts foreign-operations spending. Because it is the agency line, it sits well below the full Function-150 International Affairs total — keeping the two separate is the whole point: a reader who quotes the agency line as “the foreign-affairs budget,” or the Function-150 total as “the State Department,” is off by tens of billions of dollars. This series is nominal: OMB's Historical Table 5.2 does not publish a constant-dollar basis, and we do not synthesize one.
